Analysis: The move gives the Orioles a second left-handed reliever with Troy Patton. Phillips had a 4.15 ERA and three saves in 13 innings at Norfolk. Phillips came to Baltimore from Texas last July and had a 1.13 ERA in 10 appearances. "He pitched well in September and was probably our last cut of the spring," manager Buck Showalter said.
